■ #6394. バーミンガム市とデボン州によるアポストロフィ廃止決定とアポストロフィ保護協会の反応 [apostrophe][punctuation][orthography][prescriptive_grammar][complaint_tradition][semicolon]

　イギリスの地方自治体が，街路名の表示からアポストロフィ (apostrophe) を外すと決めたことがある．St Paul's を St Pauls と書くような表記にそろえるということだ．誤用の多い記号なら，いっそ外してしまえば表示を作る手間も混乱も減るという，実務的な判断だったのだろう．ところが，この決定は思わぬ騒ぎを引き起こした．
　事の顛末を Horobin (History 122) が次のように紹介している．

Because it is not a particularly useful device, and because many people do not understand the rules governing it, the apostrophe is increasingly being omitted in written English. There was considerable furore when Birmingham City council decided to drop the apostrophe from its street signs. The decision was described as 'absolute defeatism' by John Richards, founder of the Apostrophe Protection Society: 'Now children will go around Birmingham and see utter chaos. If you don't have apostrophes, is there any point in full stops, or semi-colons, or question marks? Is there any point in punctuation at all?' Similar outrage was voiced when Devon County Council made a similar decision. Writing in The Guardian, Lucy Mangan branded it an 'Apostrophe Catastrophe' which 'captures in microcosm the kind of thinking that pervades our government, our institutions, our times', drawing parallels with the government's handling of the banking crisis, binge-drinking and sexual assault. Such extreme views concerning the importance of the apostrophe to the future of society, combined with the huge popularity of Truss's book, indicate that the prescriptive views that we have traced through the eighteenth and nineteenth centuries are still widely held today.

　Horobin の述べているとおり，アポストロフィは実用上それほど役に立つ記号ではない．「#582. apostrophe」 ([2010-11-30-1]) で見たように，16世紀にフランス語から借用され17世紀に広まった比較的新しい記号であり，所有格や複数形の用法も，もとは <e> の省略を示す用法から派生したものにすぎない．規則も込み入っており，its と it's の混同や，八百屋の値札に典型的な "greengrocer's apostrophe" のように，母語話者でも誤用が絶えない（「#1772. greengrocer's apostrophe」 ([2014-03-04-1])，「#3892. greengrocer's apostrophe (2)」 ([2019-12-23-1]) を参照）．
　私自身も「#4755. アポストロフィはいずれ使われなくなる？」 ([2022-05-04-1]) で，ゆっくりとではあれ，だんだん失われていくだろうとの見通しを述べた．ちなみに道路標識といえば，「#6372. 道路標識における Peterborough の省略綴字」 ([2026-10-07-1]) で紹介した Peterboro' のように，むしろアポストロフィを足して字数を浮かせる例もあるのだけれど．
　それにもかかわらず，バーミンガム市の決定には「完全な敗北主義」の烙印が押され，句読法 (punctuation) 全体の存在意義まで問われるに至った．Lucy Mangan に至っては，政府の銀行危機への対応や過度の飲酒，性暴力の問題と並べ，時代の思考様式の縮図とまで論じている．記号1つの扱いが，社会の秩序や道徳の問題と地続きで語られているのである．Truss の本とは，句読法の乱れを嘆いてベストセラーとなった Eats, Shoots and Leaves のことである．18--19世紀に形成された規範主義の伝統が，現代にも根強く生きていることがよくわかる．
　Horobin には，一般向けの英語綴字史として Does Spelling Matter? という著書もある（拙訳『スペリングの英語史』．「#3085. Simon Horobin の Does Spelling Matter? を引用・参照した記事のリスト」 ([2017-10-07-1]) を参照）．その書名をもじれば，今回の騒動は "Does the apostrophe matter?" という問いに，多くの人々が「大いに matter する」と答えた事例といえる．ただし，その matter の仕方は独特である．アポストロフィがなくても，街路名を読み違える人はまずいない．意味の伝達という点ではほとんど matter しないにもかかわらず，教養や秩序の象徴として大いに matter しているのだ．
　これと対照的なのが，「#5313. セシリア・ワトソン（著），萩澤 大輝・倉林 秀男（訳）　『セミコロン --- かくも控えめであまりにもやっかいな句読点』　左右社，2023年．」 ([2023-11-13-1]) で紹介したセミコロン (semicolon) の事例である．マサチューセッツ州の酒類販売をめぐる法文では，コンマ1つがセミコロンに書き換えられたことで但し書きの及ぶ範囲が変わり，夜間の販売制限が例外なく適用されることになった．こちらは文字どおり意味解釈の次元で matter した例である．
　小さな句読点の重みには，意味を左右する重みと，社会的な象徴としての重みの2種類がある．アポストロフィ廃止をめぐる騒動は，後者が前者をはるかに上回り得ることを示している．
